you must put in .bmp file.. try this
NEVER use .bmp format for tileset!
They always lose quality.

jpg is the bad one.
Unless your chosen image editor allows you to set the quality settings, you can then set it to 100% and still get great compression without the quality loss.

what kind its need to be? i mean like
.bmp .png .jpg ? and can some one upload picture that shows it in the folder?

you are asking such a easy question ahh
save the image (right click then save image as) -> then give it name 2DcustomizersV2.bmp -> copy the image go to your CS2D folder -> open gfx -> open folder tiles -> and you paste it and then you play
