There's 2 types of chat (say and team-say). This feature does not allow player to chat :

Message too long.
Example(s): Write the same thing as before.

Firstly, i say and then, i say it again, it will be ignored. This spam actually sent by "bind" CS2D console command.
There's also cool down duration.

Some people wanted to distracting / disturbing team mates by spamming on radio and/or team flashing just because wan't to kill all the enemies himself (selfish).

Sometimes while you answer people's question it's quite long, so if the message is ignored, don't worry, this script automatically save your message whenever you get ignored.

There's also HUD system writes for cool down(s) with BARS, no image, is it possible, of course is it.
